BLUE LINE HISTORY

In October 2002, a small group of dedicated Public Service Professionals, developed the tracking team then called the Cowley County Trackers. The team of Trackers logged many hours of training and used a variety of training scenarios to develop tracking skills. The team’s first law enforcement tracking mission came in 2004 for the Kansas Wildlife and Parks investigating potential illegal game poachers on the Arkansas River.

 

In August 2005 trackers assisted Sheriff Deputies in the investigation of a juvenile abduction. Trackers were used to validate the victim’s testimony and route taken by the suspect and victim resulting in the arrest of the juvenile suspect. In December 2006, trackers assisted in the investigation of a burglary to a medical clinic. Trackers were able to follow footprint evidence to the door of an apartment complex where the suspects resided. Tracking evidence led to Probable Cause for a Search Warrant by Police and the apprehension of three suspects from the clinic burglary. Twelve days following the Clinic Burglary, Trackers were used to assist in the investigation of a missing college student. Evidence discovered through tracking efforts lead to the recovery of the college student. The team was instrumental in the investigation and the presentation of evidence to obtain a life sentence conviction.

 

In 2007, Trackers were successful in tracking three burglary suspects of a Body Shop seven city blocks from the crime scene to a residence. Law Enforcement secured a Search Warrant based on tracking evidence, made three arrests, and retrieved all the property taken from the Shop.

 

In April 2009, Trackers assisted in a Homicide Investigation. Trackers were able to dispel the suspect’s information given to Police and provide Probable Cause for a Search Warrant. The suspect was convicted. July 2009, Trackers assisted Law Enforcement in the investigation involving the shooting of a female in her residence. Trackers were able, through footprint evidence, to put together the suspect’s actions as he moved around the area outside of the residence. Information discovered lead to the arrest and conviction of a juvenile suspect.

In 2009, Cowley Trackers applied for and received a Department of Justice Grant to provide additional training from outside sources to expedite the team’s training to enable them to teach the skill of Man-Tracking to Law Enforcement. The team members received many hours of specialized training through 2011 allowing them to greatly expand their abilities as trackers. Since 2004, Trackers have been involved in numerous investigations assisting numerous Law Enforcement Agencies. Trackers have been involved in over One Hundred Cases including Capital Murder, Homicides, Burglaries, Home Invasions, Felony Searches, Marijuana Grow Investigations, Meth Lab Investigations, Missing Persons Searches, Suicides, Suspicious Activity Cases and Incidents where Tracking Evidence was used to Confirm or Dispel Probable Cause facts of evidence. Tracking Evidence has assisted in the success of Forty-One Arrest/Convictions.

 

In 2013, Blue Line Tracking LLC was developed to provide professional and realistic training to Law Enforcement, Military, and Search and Rescue Groups. The training program is designed so that each student, through hard work and dedication, can reach an expert level of proficiency qualified by knowledge, skill, experience, training, and can assist Trier of Fact in understanding evidence in criminal cases.
